Richmond Council have placed on their website the agenda and documentation for Thursday 20th December’s Planning Meeting, to be held in the Salon at York House at 7pm. Neighbours may have already had a letter from the Council about this.
At the meeting the Planning Committee will decide whether the application is granted or refused. The Committee makes this decision taking into account the recommendation made to them by their Planning Officer. A copy of the Planning Officer’s report is now on the Council website, and we are pleased to say that it recommends that the application be refused. The grounds for the recommendation are as follows:
"The proposal, involving an additional 32 pupils, would result in an increase in traffic levels along heavily parked residential roads adjacent to the school, which together with the limited access to the school, would result in increased traffic and associated movements leading to conditions prejudicial to highway safety at times when vulnerable users would be present and using the roads and footways and noise and disturbance to neighbouring residents. As such the proposal is contrary to policies DM TP 2 and DM DC 5 of the Development Management Plan."
This is a step in the right direction and excellent news for Denmead Neighbours. However it is by no means the end of the road. The decision will be made by the Planning Committee on Thursday and it is within the Committee’s power not to accept the Officer’s recommendation and to grant the school’s application. Even if the recommendation is accepted and the application refused, the School may decide to appeal, or submit a new application.
The Officer’s report does not support DNA’s opinion that there are many grounds for rejection beyond traffic and parking, as shown on this site. DNA does not agree and will continue to represent these points to Councillors and other relevant people.

- E-mailing Planning Committee members summarising the situation, supporting the Planning Officer’s recommendation and suggesting they visit this site for further information
- Trying to ensure that the Council invites speaker(s) who will make a persuasive and comprehensive presentation of the case
- Continuing to monitor traffic and parking in the area
- Keeping the DNA mailing list and other neighbours informed of developments
