For some while Denmead Neighbours’ Association has been asking the Council to post on their website any further traffic submissions made by the School since the official period for comment closed in January. The Council has just posted ten new documents from the School.
The main document is Denmead Travel Plan Update. It seeks to show that the changes in access and other steps taken by the school will ensure a continuing improvement in traffic. It is supported by two further documents from April 2012 that describe the methodology used to estimate the traffic effects of two scenarios for expansion of pupil numbers, and to estimate the effect of providing a drop-off point in the Carlisle Park car park. A third undated document shows some assumptions on modal split (i.e. what proportion of pupils might arrive by the various possible means of transport).
Six more documents are ‘swept path analyses’ which are undated but recorded on the web with a date of 15 November 2012. They use a computer model to simulate the motion of a vehicle along a road. Two show the track of a fire engine entering or leaving the site via Gloucester Road, two show entry and exit via Wensleydale Gardens, and two more show a 16.5m articulated vehicle entering & leaving via Wensleydale Gardens. The last two assume that there will be parking restrictions along the entire route in Wensleydale Gardens. On a first review, these drawings do not show any significant changes since the original documents filed in December 2011, but we will study them further.
These documents, especially the Travel Plan, represent important material which may have an effect on the Council’s decision making. DNA will be asking the Council for reasonable time in which to respond. DNA’s first impression is that there are significant flaws in the new Travel Plan, and that the rise in pupil numbers will in fact have a serious impact on local traffic problems.
