The planning committee were unanimous in approving the application. Several conditions were imposed with a view to reducing the impact on the residents – not as many or always in the terms we looked for, but they do provide some measure of protection.

Pupil numbers: the school’s agreement to limit pupil numbers to 144 was, we think, at the heart of this approval, and was a direct consequence of their defeat on the first application. The committee imposed a condition limiting the numbers to 144 pupils:
“to safeguard the amenities of the neighbouring residential properties” and “to ensure a safe form of development in terms to traffic to and from the site”.
The committee accepted our point that the number of pupils is not publicly available information, and imposed a condition that the school inform the Council each September how many pupils there are.
If the school want to put numbers up, they will have to apply for planning permission to do so.

Emergency Access
After the development is completed, the vehicle access via Wensleydale Gardens shall be used for emergency vehicles only for reasons of safety and neighbour amenity (U67173).
Lighting and Floodlighting
This has to be approved by the Council, again to protect the amenities of the residents (Condition DV28), and under Detailed Informatives (U75113) it is stated that the school should not include lighting of the MUGA or playing fields or floodlighting.
Hours of Use of the MUGA pitches
Use if these pitches is permitted 8 am to 7 pm Monday to Friday, 9 am to 4 pm on Saturday, 9 am to 1 pm on Sundays and Bank Holidays.
Travel Plan
The school is required to carry out travel surveys and have a new travel plan, to be approved by the local authority each year for five years after the new buildings are in use. The Planning Committee minutes record that the DNA should be consulted on the submission of details related to the Travel Plan.
School/DNA liaison group
Informative U75118 encourages the school to set up a liaison group with the DNA that meets on a regular basis “to address and discuss, although not limited to, matters of parking and the school travel plan, that may arise from use of the site.”
